Encroachment Permit Process

First, you need to complete an Encroachment Permit application form as well as an Environmental Questionnaire. Submit completed application and questionnaire to Reclamation District No. 1000 by email, fax, or in-person drop-off. Depending on the scope of your project, you may be required to submit basic drawings or plans/blueprints.

Once your permit has been endorsed by the District's General Manager you will be contacted to pick up your endorsed application to submit to the Central Valley Flood Protection Board (CVFPB) located at 3310 El Camino Ave, Rm 170, Sacramento, CA 95821. The General Manager will contact you directly should there be any issues with your permit that need to be addressed before submitting the permit to CVFPB, so please make sure a valid phone number and email are included with your application. The permitting process can take anywhere from several months to over a year to complete for very complex projects.  All applications are reviewed by the CVFPB and the US Army Corps of Engineers (USACE) for technical and environmental compliance with current regulations.  Residents need to incorporate this permitting process time requirement into their planning and construction timelines.
