Joleen Gutierrez, Administrative Services Manager, oversees Internal Services for Reclamation District 1000, managing the administrative, financial, human resources, procurement, technology, and operational support functions that keep the district running efficiently. Her role ensures effective internal operations, regulatory compliance, resource management, and organizational support for district staff, leadership, and stakeholders.

Prior to joining Reclamation District 1000, Joleen served with the State Bar of California, where she worked as a Senior Administrator in the Office of Governmental Relations and as a Public Information Officer in the Office of Communications and Stakeholder Relations. These experiences provided her with a strong foundation in public administration, stakeholder engagement, government affairs, and strategic communications. Joleen holds degrees in Paralegal Studies, Government, and Journalism from California State University, Sacramento. Her diverse background and commitment to public service support the district's mission to protect communities, maintain critical infrastructure, and serve the residents and stakeholders of the Sacramento region.
